Sections Of A DoD SBIR Proposal

The Defense Department outlines a specific format and order for SBIR technical proposals follow. Not following these guidelines can reduce your chances of winning a contract.

1. Identification and Significance of the Problem or Opportunity

The first section begins on page 3 (cover sheets are pages 1 and 2). In this section describe the problem or opportunity which you are solving with your solution. Here you need to fully describe the problem being addressed so the readers know how this solution will be applied in the real world. The readers will also review this section to ensure you are submitting a proposal specific to the topic and not something completely off track.

2. Phase I Technical Objectives

The objectives and goals of the completed Phase I project are to be listed and described in this section.

3. Phase I Work Plan

The work plan is where you describe in detail the proposed solution. The reader needs to know that you fully grasp the problem, have a potential and viable solution and the expertise to complete the project. It is also important that the amount of work described will reasonably fit within the proposed budget. The work plan is typically the largest section of the proposal.

4. Related Work

Related work describes other work you have completed that relates to this project to show you know what the technology state of the art is and have some background in completing similar work.

5. Relationship with Future Research or Research and Development

This section lays a foundation for moving from Phase I to Phase II. Answer the question of how do the results of Phase I lead to a Phase II solution.

6. Commercialization Strategy

Commercialization strategy is roughly one page that provides the reader with an understanding of how you might transition this work to commercial applications. The goal of SBIRs is to help small businesses develop commercial products with military use making this section a critical one.

7. Key Personnel

The Principal Investigator, key personnel and other personnel directly supporting the project are listed in this section along with a short biography detailing their relevant past work and publications.

8. Facilities/Equipment

Describe the facilities and equipment you have that will support this project especially any unique equipment required for successfully completion.

9. Subcontractors/Consultants

Describe any subcontractors or consultants to be used in this project along with their qualifications.

10. Prior, Current, or Pending Support of Similar Proposals or Awards

If you have been awarded or proposed similar work, list it in this section along with, date and title of the awarding Federal agency.

Follow this outline of the required sections and in the order required by the Defense Department. If you do not follow this outline it will make it difficult for reviewers to follow the proposal and may result in losing out on an award.
